  abstract      = {The goal of this article is to emphasize the role, which can play modelling of an information system during creation of state institutions. For this method, more and more widely applied with reference to business organisations has not been found an application for creating of state administration units up till now. The article is divided into tow parts. In the first part the efficiency conditions of state institutions are defined and a method of their creation is analised here. There is also placed a short description of a ARIS-method, which aids to build models of information systems. The second part of the article contains an example of a state institution model developed by means of the ARIS. It was created for recently started Military Agency of Housing Affairs (Wojskowa Agencja Mieszkaniowa). There are shown only some elements of this model, which is in the reality much more exclusive and includes all activity fields of this agency.}
