  abstract      = {This study aims at developing a conceptual framework for e-Learning in tertiary education in Thailand. It has been developed based on the survey approach and website analysis using statistical analysis and content analysis. The framework will identify various variables affecting e-Learning adoption and provision. On-going research reveals the following vital constituentss: administration, organisation, legal and privacy issues, online delivery and support, offline support, infrastructure and technology, faculty staff, student and assessment. These factors need to be scrutinised to verify the framework that may help academia to select the most appropriate mode of e-Learning, improve e-Learning implementation, determine the desired level of investment and eventually harvest economic gains from the investment.}
