  abstract      = {This paper outlines how conventional and general knowledge-base systems are evaluated. The need for evaluation of legal knowledge-base systems and the resultant benefits are discussed, together with some considerations specific to the legal domain.The Context, Criteria, Contingency (C.C.C) knowledge-base systems Evaluation Framework is presented. This framework is general in design but specifically directed towards the evaluation of legal knowledge-base systems.   The C.C.C. framework has three sections. The Context section frames an evaluation in terms of the context of use of the system and the evaluation context.  The Criteria section provides a hierarchical model of evaluation criteria arranged in four quadrants: verification and validation, user credibility, technical infrastructure and the impact of the system upon its environment. The Contingency section contains guidelines to select appropriate evaluation criteria under differing operational and evaluation contingencies.}
