  abstract      = {In this paper we present a generic process model for execution of a public administration service. This model is part of a family of models that have been developed for the domain of governance and includes models of both data and process. This family of models comprises the so-called Governance Enterprise Architecture - GEA.  The model presented in this paper analyses the sequence of phases through which any public administration service goes through when delivered to its customers. We intend to validate this model and then apply it as part of an e-government ERP kernel that could be easily parameterised and configured for a variety of different services offered by public administration at its different levels and in different countries.}
